Making the case for the impact economy as a partner in national renewal

Front cover of the SIIAG report to government

In 2025, I was privileged to be lead author of the final report to the UK Government of the Social Impact Investment Advisory Group (SIIAG), an independent expert panel commissioned by HM Treasury and DCMS and chaired by Dame Elizabeth Corley to advise government on growing the social impact investment market.

To produce the report, Mobilising the Impact Economy as Partners in National Renewal (published November 2025), I gathered and structured inputs from more than 100 organisations from investment, philanthropy, local government and civil society, and the esteemed SIIAG members themselves.

The report celebrated the significant existing contribution of the ‘impact economy’ and urged government to deepen partnerships with philanthropy, social investment and institutional impact capital in seeking to address public priorities, laying out practical recommendations for doing so. The central idea in the recommendations was the adoption of a “mobilisation mindset”: matching and leveraging public money by default, through amendments to business cases, procurement and the mandates of public finance institutions. The report estimated an existing pool of UK impact capital worth around £106 billion, and the potential to mobilise at least the same again through reforms to pension mandates.

Other recommendations included the creation of a central Office for the Impact Economy, which government has since established, an Impact Partnerships Academy for officials, and a place-based philanthropic match challenge for Pride in Place neighbourhoods.
